Methodology

The Pet Score v2026 rubric weights five criteria summing to 100:

  • Clumping & scoopability (30) — how hard, fast, and intact clumps form.
  • Odor control (25) — how well smell is contained between cleanings.
  • Value for money (20) — cost per pound and how long a bag lasts.
  • Dust (15) — airborne particles when pouring and scooping.
  • Tracking (10) — granules carried out of the box on paws.

Clumping and odor carry 55 because they decide how clean the box stays and how the room smells. Re-weight toward value and Tidy Cats or Arm & Hammer climb; toward a flushable plant-based option and World’s Best wins.

A note on what we deliberately did not reward: heavy fragrance. Perfume masks odor rather than removing it, and many cats dislike a strongly scented box enough to start eliminating elsewhere — a behavior problem that costs far more than a bag of litter. The litters that scored highest control smell through tight, fast clumps and frequent scooping, not added scent. We also weighed dust seriously because it is both a respiratory irritant and the main reason a clumping clay tracks and coats nearby surfaces; the lowest-dust formulas here are the ones we would put in a small apartment or a multi-cat room. Whatever litter you choose, the single biggest variable in odor control is daily scooping; even the best litter fails if the box is neglected.

Dr. Elsey’s Ultra

A long-standing tester favorite. Hard, fast-forming clumps that scoop intact, low dust, and dependable odor control without added perfume. Around $20 for a 40 lb bag — strong value at that weight.

CriterionScore
Clumping & scoopability28/30
Odor control22/25
Value for money18/20
Dust13/15
Tracking8/10

Trade-off: the fine clay grains can track on long-haired paws, and the 40 lb bag is heavy to handle.

Tidy Cats Free & Clean

Purina’s fragrance-free, activated-charcoal litter with solid clumping and low dust at a friendly price, around $18 for a 35 lb bag.

CriterionScore
Clumping & scoopability25/30
Odor control22/25
Value for money19/20
Dust13/15
Tracking8/10

Trade-off: clumps are slightly softer than Dr. Elsey’s and can crumble if left too long.

World’s Best (Clumping)

Corn-based, lightweight, and flushable in small amounts, with genuinely good clumping for a plant litter. Around $25 for a 28 lb bag.

CriterionScore
Clumping & scoopability25/30
Odor control20/25
Value for money16/20
Dust14/15
Tracking7/10

Trade-off: more expensive per pound than clay, and the larger granules track more.

Fresh Step Clean Paws

A low-tracking clumping clay with larger granules designed to stay in the box, plus Febreze odor control. Around $22 for a 37.5 lb jug.

CriterionScore
Clumping & scoopability25/30
Odor control21/25
Value for money17/20
Dust12/15
Tracking9/10

Trade-off: the added fragrance is not for fragrance-averse cats or owners.

Arm & Hammer Clump & Seal

Baking-soda-driven odor control aimed at multi-cat homes, with tight-sealing clumps. Around $20 for a 38 lb box.

CriterionScore
Clumping & scoopability24/30
Odor control23/25
Value for money18/20
Dust11/15
Tracking8/10

Trade-off: dustier than the leaders, and heavily scented versions can be strong.

Boxiecat Probiotic

A premium clumping clay with probiotics marketed for odor control, well reviewed by Cats.com for quick clumping. Around $22 for a 16 lb bag.

CriterionScore
Clumping & scoopability25/30
Odor control22/25
Value for money14/20
Dust13/15
Tracking8/10

Trade-off: the highest cost per pound here for a mainstream clay litter.

PrettyLitter

A silica-crystal litter that changes color to flag possible urinary issues — a monitoring tool more than a budget litter. Around $25 for a 4 lb monthly bag (subscription).

CriterionScore
Clumping & scoopability18/30
Odor control23/25
Value for money13/20
Dust14/15
Tracking9/10

Trade-off: it does not clump in the usual sense, the color signal is a prompt to see a vet rather than a diagnosis, and the per-pound cost is high.

Frequently asked questions

What is the best cat litter in 2026?
Dr. Elsey's Ultra is our top pick for hard, fast clumps, low dust, and strong odor control without added fragrance. Tidy Cats Free & Clean is the best fragrance-free value, and World's Best is the top plant-based clumping litter.
Is clumping or non-clumping litter better?
Clumping clay is easier to keep clean because you remove waste daily and top off rather than dumping the whole box. Non-clumping is cheaper up front but lets odor build. Most testers and many vets favor unscented clumping clay for adult cats.
Is scented or unscented litter better?
Unscented is generally the safer choice. Many cats dislike added fragrance and may avoid a heavily scented box, and the perfume masks rather than removes odor. Good unscented clumping litter controls smell through tight clumps and frequent scooping.
Is low-dust litter worth it?
Yes for households with kittens, multiple cats, or anyone with respiratory sensitivity. Lower-dust formulas like Dr. Elsey's and Fresh Step Clean Paws keep airborne particles down when you pour and scoop.
How often should I change clumping litter?
Scoop daily and top off as needed. With good clumping clay, a full dump and wash of the box every two to four weeks is typical for one cat; more often for multiple cats.
